A statement of the Initiative for Free Higher Education on the student protests in Quebec / Prohlášení solidarity iniciativy Za svobodné vysoké školy se studentskými protesty v Québecu

The Initiative for Free Higher Education thereby expresses full support to the students and lecturers/academics, individuals and organizations in the province of Quebec, who continue in their strike and their protest, despite repression by the government that bears comparison with the War Measures Act of  1970 and is designed to eliminate the movement by any means.

We denounce the Law 78, implemented since May 18, which deprives universities of their right to strike, excludes political debate and critical thinking from their premises, attempts to bankrupt student organizations, trade unions and contradicts basic points of the Canadian Constitution such as the right of assembly and free speech. The law introduces fines that could reach following sums: 35,000 Canadian Dollars (CAD; 682,500 Czech Crowns) for individuals and 120,000 CAD (2,437,500 Czech Crowns) for organizations.

Since the beginning of the strike in February, there were over 2,500 arrests, a number that exceeds the number of arrests during the October Crisis of 1970. We support all the citizens who sympathize with the movement, the citizens who go to streets, attend the protests that were made illegal by the authorities illegal and who risk violent clashes with the police or fines of unjustified degree.

Many were wounded during the violent police maneuvres. One protester lost an eye, another suffered a fracture of the skull, several ended up in hospitals with broken limbs. The police often use tear gas, sound cannons or pepper spray against peaceful gatherings. We wish to express support for the victims of police brutality.

The strike has been taking place for nearly three months. We support all the students risking their studies and careers by remaining in strike, who are not intimidated by the government and its repressive means and refuse to abandon their positions, obtained by democratic vote on plenary meetings of the student representations.

We support the representatives of student organizations facing the arrogance of the corrupt government, its lack of will for dialogue and daily anonymous threats. We support those, who did not cause the economic crisis and are being forced to bear its consequences, who object the austerity measures at a time when record profits of the banks are subsidized by huge debts of the Canadian citizens, when the government gives tax revenues to corporations while the overall students´ debt amounts to 20 billion CAD.

The spontaneous student movement, surpassing mere struggle for particular interests of the students, is an inspiration. It shows the entire world the way direct democracy can work and where its strength lies. Attending elections once in a few years is not enough – you are telling the whole world, that a vote is not a blank cheque.

In the 1960s our country experienced the Prague spring, while your province fought for equality of the French-speaking citizens and for their right to study in French, on francophone universities. That is the source of the québecois tradition of strong student movement, a movement that resulted in the current “Maple revolution”. It came with the demand for a freeze on tuitions and, in the context of other Canadian provinces, demands something ostensibly impossible: free education for all. This radical demand is very important for the debate in Canada and the US – it brings an unusual perspective and challenges the very basic, fatalistic starting points/resources of neoliberalism.

Universities in the Czech Republic are still free and students´ debts are more or less non-existent. The planned tuition was, due to fear of student protests, translated as “registration fee”, while its implementation is, for the first time in Czech history, supposed to replace the state funding and “balance” the surging deficit in financing. It is very likely that once education is charged, there will be no going back, the tuition will rise substantially – we have seen a similar scenario in all the countries that introduced tuition so far. It may be that in a few years time, we will have to defend some of our elementary rights, democracy and the future of our children just like you do now on the streets of Montreal or Quebec City – facing the convoys of riot police, tear gas, water canons and helicopters watching over forbidden demonstrations, in a situation resembling martial law.

Your example is inspiring not only for its stubborn and extraordinarily successful form of protest. You are helping us to learn to appreciate free and equal access to education. You remind us that education is not merchandise, it is a right that we must defend and demand.

Your movement, however, did not stop at particular interests of the students of Quebec and a struggle against the plan of abrupt increase in tuition costs (by 80%). From the beginning, you managed to articulate the link between austerity measures of the neoliberal governments, cuts and increasing public deficit all over the world. The attendance of 400 000 people on one of the largest demonstrations in Canadian history, a demonstration that took place on May 22 that marked the 100^th day of the strike, proves the fact that your words resonate in the society.

Don’t let the attempts to discredit you as ostensibly lazy kids eager to damage private property discourage you in any way. The Prime Minister Jean Charest and the Czech President Václav Klaus share common vocabulary regarding the evaluation of protesters: wile Canadian students were told to “find jobs in the North”, the Czech students against tuition were labeled as parasites of the society. Don’t let the arrogance of power persuade you that triple costs of tuition are a Canadian standard to which you should adapt.

Since the implementation of the Law 78, there are regular rallies with tin pots in Canada, the US, UK or France; the Chilean students published a statement declaring your fight to be theirs as well. Also in Prague we wear red square badges as a sign of solidarity with the movement of Quebec and with you we shout: „La loi speciale on s’en câlisse!“ („Screw the Special Law – the Law 78!“)

The Initiative focuses on protests against tuition and in defense of academic freedoms. It also wishes to articulate topics that reach beyond the Czech students´ particular interests, therefore it collaborates with trade unions and attends protests against the neoliberal austerity measures implemented by the government. Together with Czech academic bodies, it carried out a week of protests, debates and performances (“Týden neklidu” – The week of Unrest) that attracted public attention that was unprecedented in the Czech contemporary history of student public activities.

Iniciativa Za svobodné vysoké školy vyjadřuje plnou podporu studujícím a pedagogům, jednotlivcům i organizacím v provincii Québec, kteří navzdory represivním opatřením vlády, nejhorším od War Meassures Act v roce 1970, jež mají za cíl zlikvidovat hnutí všemi dostupnými prostředky, pokračují ve stávce a v protestech.

Odsuzujeme Zákon 78, který vstoupil v platnost 18. května letošního roku, upírá vysokým školám právo na stávku, vyhání z nich politickou polemiku a kritické myšlení, snaží se finančně zlikvidovat aktivní studentské organizace a odbory a odporuje základním bodům obsaženým v kanadské ústavě, jako je shromažďovací právo a svoboda projevu. Zákon vyměřuje organizátorům stávky a protestu následující pokuty: až 35 000 kanadských dolarů (v přepočtu 682 500 korun) pro jednotlivce a 125 000 kanadských dolarů (2 437 500 korun) pro organizace.

Od zahájení stávky v únoru tohoto roku bylo zatčeno přes 2 500 lidí, tedy více než během kritické Říjnové krize v roce 1970. Vyjadřujeme podporu všem sympatizantům hnutí z řad québeckých občanů, kteří vyrážejí denně do ulic, účastní se protestů, jež vláda prohlásila za ilegální, a riskují tak fyzický střet s policií i neúměrně vysoké pokuty.

Mnoho lidí bylo během agresivních zásahů policie zraněno. Jeden z demonstrantů přišel o oko, jiný utrpěl frakturu lebky, několik účastníků skončilo v nemocnici se zlomeninami. Policie pravidelně používá slzný plyn, zvuková děla a pepřový sprej proti pokojným shromážděním. Vyjadřujeme podporu obětem policejní brutality.

Stávka trvá již téměř čtyři měsíce. Vyjadřujeme podporu všem studujícím, kteří riskují své další studium a profesní uplatnění setrváváním ve stávce, avšak nenechávají se zastrašit vládou a jejími represivními nástroji a odmítají ustupovat z pozic demokraticky odhlasovaných na plenárních schůzích studentských reprezentací.

Vyjadřujeme podporu zástupcům studentských organizací, kteří čelí aroganci zkorumpované vlády, její neochotě jednat a každodenním anonymním výhrůžkám.

Vyjadřujeme podporu těm, kteří nezpůsobili ekonomickou krizi, ačkoli se po nich požaduje, aby se zodpovídali za její následky; těm, kteří se ozývají proti úsporným opatřením v době, kdy jsou rekordní zisky bank vykoupeny rekordními dluhy Kanaďanů, kdy vláda konstantně dopřává daňové úlevy korporacím, zatímco celkový studentský dluh v zemi činí 20 miliard kanadských dolarů.

Spontánní protestní hnutí, které dalece přesahuje pouhý boj za partikulární zájmy studentů, je pro nás inspirací. Ukazujete celému světu, jak by měla vypadat přímá demokracie a jaká je její síla. Nestačí přijít jednou za pár let k volbám – vzkazujete všem politikům světa: volební hlas není bianco šek.

Zatímco v 60. letech probíhalo v naší zemi Pražské jaro, vaše provincie bojovala za zrovnoprávnění frankofonního obyvatelstva a za právo na studium ve francouzštině a na frankofonní vysoké školy. Tehdy vznikla v Québecu tradice silného studentského hnutí, které letos stojí u zrodu tzv. javorového jara. Přišlo s požadavkem zmrazení univerzitních poplatků a v kontextu ostatních kanadských provincií dlouhodobě požaduje zdánlivě nemožné: bezplatné vzdělání pro každého. Tento radikální požadavek je pro společenskou debatu v Kanadě i v USA mimořádně důležitý – přináší nezvyklý úhel pohledu a zpochybňuje samotná základní fatalistická východiska neoliberalismu.

V České republice dnes veřejné vysoké školy zatím ještě zpoplatněny nejsou a studentské dluhy prakticky neexistují. Plánované školné bylo z obavy ze studentských protestů potichu přejmenováno na zápisné, jehož zavedení má poprvé v dějinách českého vysokého školství postupně nahrazovat státní subvence a „vyvažovat“ zvyšující se deficit ve financování. Je více než pravděpodobné, že pokud bude vysokoškolské studium zpoplatněno, nebude již cesty zpět, výše školného začne skokově narůstat – takový scénář následoval zatím v každé zemi, která zavedení školného připustila. Za několik let možná budeme muset hájit svá elementární práva, demokracii a budoucnost našich dětí jako dnes vy v ulicích Montrealu či Québec City – tváří v tvář konvojům těžkooděnců, slznému plynu, vodním dělům a helikoptérám monitorujícím nepovolené demonstrace, a to za situace, která nemá daleko k výjimečnému stavu.

Váš příklad je pro nás inspirací nejen pro svou zdařilou, houževnatou a mimořádně úspěšnou formu odporu. Díky vám se učíme tomu, že je třeba si vážit svobodného a rovného přístupu ke vzdělání. Připomínáte nám, že vzdělání není zboží, ale právo, které musíme bránit a kterého se musíme domáhat.

Vaše hnutí se však nezastavilo jen u partikulárních zájmů studujících a u boje proti plánu vlády prudce zvýšit školné v Québecu o 80 %. Od začátku jste dokázali artikulovat souvislost mezi úspornými opatřeními neoliberálních vlád, politikou škrtů a zvyšováním schodků veřejných rozpočtů na celém světě. Skutečnost, že vaše slova ve společnosti rezonují, prověřila účast 400 000 lidí na jedné z největších demonstrací v kanadské historii, která se udála 22. května tohoto roku při příležitosti výročí 100 dní od zahájení stávky.

Nenechte se zviklat hlasy, které se vás snaží očernit, hlasy, které tvrdí, že v Québecu protestují rozmazlené děti, jež baví ničit soukromý majetek. Předseda québecké vlády Jean Charest sdílí s českým prezident Václavem Klausem podobný slovník, co se týče hodnocení protestujících: zatímco kanadským studentům bylo doporučeno, aby si „našli práci na severu“, čeští studenti, kteří odmítají zpoplatňování vysokoškolského studia, byli označeni za parazity společnosti. Nenechte se odradit arogancí moci, nenechte se přesvědčit, že třikrát vyšší univerzitní poplatky v ostatních kanadských provinciích jsou standard, kterému byste se měli přizpůsobit.

Od zavedení Zákona 78 vycházejí pravidelně do ulic v Kanadě, ve Spojených státech, Velké Británii i Francii desetitisíce lidí s hrnci a pokličkami, chilští studenti sepsali prohlášení, ve kterém proklamují, že váš boj je náš společný boj. Také v Praze dnes nosíme červené čtverce v solidaritě s québeckým hnutím a voláme společně s vámi: „La loi spéciale on sʼen câlisse!“ („Kašleme na speciální zákon – Zákon 78!“)
